The printer, a FS-1350DB, supports PS 3 according to its webpage.
The specifications actually say that it can Emulate PostScript 3 (KPDL3) along with PCL 6 and some other languages. The only true controller language is PRESCRIBE IIe.
I took a look at the PPD from the Kyocera site. I did not fully understand it but it looks like it issues a JCL (job control language) directive at the beginning of a print job to set the printer to "PostScript" mode.
It may be that when you power on the printer, it is trying to find out what language it is supposed to use. Is there a way to specify a printer language via the control panel or a web interface for the printer?
I also did a Google search for "%!PS-Adobe-3.0 Query". I did not get a chance to go through any of the hits, but rest assured you are not the first person to have this problem. It certainly does not appear to be stricly Mountain Lion related.
At this point I don't have any answers for you either, but perhaps some leads as to where to look to see what others have done to try to resolve the problem.
