My ipod nano 5th generation stays locked when I try to restore I get error that an application is in use?Can anyone tell me how to fix this?

Make sure the Enable Disk Use option is not ticked from under the iPod's Summary tab in iTunes. Then try restoring your iPod again. This option, when enabled, allows your iPod to be mounted as an external disk on your PC just like any other flash drive or external hard drive. Other software on your system such as indexing/search or AntiVirus software may be trying to scan it.

I checked and Enable Disk Use is not ticked off. I did try to restore again and got the same message that my ipod could not be restored because it was in use by another application.
So the option was NOT selected correct?
Have you tried to reset the IPod and restore it again? To do this, press and hold both the Select (Center) and Menu buttons together long enough for the Apple logo to appear.
Otherwise, it might not hurt to reboot your PC as well.
