How can I tell how many devices are connected my itunes account via icloud?

You can't.

I only know what it says in the article. There it specifically says "iOS device" and it says. "You can view which devices or computers are currently associated," and, "Next to each device or computer name, you will be able to see when each was associated to your Apple ID." However, this is all in the context of, "When you turn on iTunes Match or Automatic Downloads, or when you download past purchases on an iOS device or computer, that device or computer becomes associated with your Apple ID." I guess if somebody simply logs in it won't show.

Your question isn't clear, iCloud and iTunes aren't the same thing, if you are looking to see how many devices are logged into iCloud, as I said previously you can't. However, admittedly you mention both.

I have the same question as well, how do we know if someone is using my apple ID on their iDevices. Is there a way to check that how many and what devices are associated with apple ID and manage them.

Hopes apple will provide login notifications to determine if the apple id and password is being used by other devices.. Like the one in facebook.. With IP address and locations. It would be very nice and a peace of mind to all concerns here.

if you go into https://www.icloud.com/#settings you see what devices are connected to you appleID

Same issue but the icloud will only show you idevices that have locate my phone or autoback up and downloads on. not if someone just logs in to use it
