I have recently reset my iPhone 4S, and restored using icloud but my photos have not been relocated?

Did you backup the phone to iCloud BEFORE you erased the phone? Are you referring to photos in the Camera Roll folder?
yes. I backed it up last night, and i reset it to factory settings today. Yes the camera folder.
Also, when i click on the 'Photos' app, at the bottom it quotes ''Downloading 0 of 83''.
That implies a connection problem, or corruption of the backup. Are you connected to WiFi? Did other backed up content get restored to the phone?
FYI: "reset to factory settings" is not an iOS function. I'm assuming you mean "Erase all content and settings."
