Yes I'll use it during the day and then when I plug it in to recharge it never charges above 98% also my battery seems to run down really quickly. It was at 98% 20 minutes ago and now it is at 91% and I'm not using anything that should use that much battery power. That is almost 20 percent battery loss per hour when it is powered down.
The quickest way (and really the only way) to charge your iPad is with the included 10W USB Power Adapter. iPad will also charge, although more slowly, when attached to a computer with a high-power USB port (many recent Mac computers) or with an iPhone Power Adapter (5W). When attached to a computer via a standard USB port (most PCs or older Mac computers) iPad will charge very slowly (but iPad indicates not charging). Make sure your computer is on while charging iPad via USB. If iPad is connected to a computer that’s turned off or is in sleep or standby mode, the iPad battery will continue to drain.
Apple recommends that once a month you let the iPad fully discharge & then recharge to 100%.

It will charge to 100% in 4 hours 2 minutes. The new iPad has a larger capacity battery (42 watt-hours), so using the 10W charger will obviously take longer. If you are using your iPad while charging, it will take even longer. It's best to turn your new iPad OFF and charge over night. In rare instances when using the Camera Connection Kit, you may notice that iPad does not charge after using the Camera Connection Kit. Disconnecting and reconnecting the iPad from the charger will resolve this issue.
@Cadilex, Are you using 3G or Wifi? If on 3G and have a weak signal the iPad is trying to find a stong signal and running itself down.
Also depending on what apps you have running in the background an app may be running eventhough they are supposed to "Shut Down" when in the background. Not all apps do this the way they are supposed to.
Double tap the home button, and the multitasking tray will appear. Tap and hold on any app icon and the icons will start to jiggle and a Minus sign will appear on each app icon. Tap the minus signs to close the apps.
Once you have closed all the apps you can try to restart the iPad and see if the power drain goes away.
Try running the battery all the way down to the point where you can't get the iPad to start, i.e. dead battery, and then let it charge over night.
If you still cannot get the battery to go to 100% Shut donw all running apps like I mentioned above, and then go into Settings => General => Reset => Reset All Settings. This will reset all the settings on your iPad back to factory defaults.
IT Will Not Erase Your Content. So don't worry about that.
You will have to go through the set up routine again, which is a small hassel but at the same time it resets the battery meter so it should now charge up to 100%.
Again let it run down to dead and charge it over night to see if it will go up to 100%
If that doesn't work you may need to take the iPad to Apple to have them check it out for you.
