If you're running Mac OS X 10.5.8 or earlier, it's part of the OS.
If you're running Mac OS X 10.6 through 10.6.8, open any PowerPC application or perform a custom installation of Rosetta from the computer's install disks.

Rosetta is not available as a separate download. If you system didn't come with Lion, you can do like I did and set up a dual boot system, where I can boot into Snow Leopard, although I use Lion almost all the time.
If you're running OS X 10.5 Leopard, you do not need Rosetta.
OS X 10.5 is the last PowerPC/Intel CPU universal OS to still run older Mac applications.
Rosetta was installed as part of Leopard. It can be found on your Leopard DVD in Optional Installs.
If you try running a PPC-only application and Rosetta is not installed, the OS is supposed to install it for you.
What "old program" are you attempting to run?
It sounds like you are confusing the Classic Environment with Rosetta. Apple stopped including the option for the Classic Environment in Intel-Tiger OS X 10.4.x
Thank you for all your help. Problem is I am running 10.8 and already have 2 partitions. It's not worth the aggravation of messing up a good running system to roll back to Lion.
If you're running ML, you might want to update your operating system from 10.5.8 in your profile.
Rolling back to Lion wouldn't buy you anything, you would need a Snow Leopard system to run a PowerPC program under Rosetta.

Well, I have a MacBook with 10.6.8. I don't want to lose data while installing Rosetta.

You won't.
when you start the installer, choose Custom install. Check Rosetta and uncheck everything else, then continue.
In any case you have a backup… don't you?
I don't have a backup. I don't have a hard drive to backup to.
P.S How to check if Rosetta is already installed? And I don't have one of Apple's Time Capsules or Airport Express base stations.
And Mac OS X 10.4 is the last Mac OS X to run Classic applications.
Best way is to set up another partition for Snow Leopard.
My MacBook has 2 partitions.
