Go to Settings>General>Date and Time. Set the date ahead to some time in the future. See if you can connect to the app store then.

I just tried the solution but it didnt worked in my case.  This is happening in my son's ipad touch

I set it one day ahead and reblot and still cant connect to itunes store.
