Unlocked phone not recognizing orange sim card in dominican republic

It states unsupported sim card. The phone is unlocked. I have tried other sims and they work. They tell me here in the dominican that the phone is locked. I ve tried other providers and it works. The phone is from canada.
An "unsupported SIM" usually does mean that the iPhone is locked to another carrier. From what dealer or source in Canada did you buy the iPhone?
