Removing and replacing the SIM will be covered in the user's guide for your model of iPad:

We cannot give you specifics here since you don't say what model you have.

If you have a 3G or 4G iPad (and it's not a Verizon iPad 2) then there should a slot on the left-hand side (http://support.apple.com/kb/HT5163) :
