How to remove iCloud's permission to delete iCloud folder contents?

I want to be able to delete my photos on my phone while on vacation to save space on my phone, while still having them remain undeleted on my computer. Is there anyway to change the preferences of my iCloud folder so that it won't give iCloud permission to delete from it, but only add to it? Or maybe a way to have a 2nd folder linked to it that stores all new files that wont be affected by iCloud? I'd be open to the idea of another program that might fill this role. It would be a very handy utility, as I am very short for space on my phone. I'm using Windows 7.
