It could be any number of things.
Turn off Cellular Data but use the device as you normally do. What is not working now or is asking for data access? That would be the place to start looking.

Check the device and see what is using the data. Settings > Cellular, then scroll down and look at what apps are using data. Disable cellular data for any app that you do not want using cellular data. Also, reset the stats at the very bottom and monitor over a few days to see what rogue app is using data.

Have a look in settings under Cellular and check how much data apps are using. Also keep in mind that the system will use data to process some tasks such as Siri, checking the weather, etc. If there are apps in there that you do not use or that you don't want to be able to use data you may turn them off.

Frankly, if they haven't figured out a solution in 4.5years, they are unlikely to get one.
