Q: How come I still get the notification of 'Not enough storage' on my iPad even though I have upgrade (purchased) more iCloud storage?
I tried to rent a movie via iTunes but couldn't because there isn't enough space to download on my iPad even though I have already purchased or upgrade the iCloud storage. Also, I cannot sync my iPad to my laptop because of insufficient storage even after the iCloud upgrade. Please help!
iPad 2, iOS 5.1.1

That has nothing to do with the iCloud storage capacity. iCloud does not store music, movies or apps. You get this message because your device is almost full, so you have just to many things like Music, Movies, Apps on your device. You have to delete something before you can purchase or rent the movie and download it to your device.
