Dec 19, 2013 2:29 PM in response to WDC92by agentkirkwood,How long do you have to hover? I have tried hovering for about 2 seconds on the top part of the app, and various intervals above the app up to about an inch and a half. No dice yet.

Jan 22, 2014 6:38 AM in response to J.H.Moonby Jomar Bueyes,I was having the same problem as agentkirkwood and scrappycats are having. I found that the cursor changes shape only if I hold down the 'command' key while slowly moving the cursor up from the app. The cursor changed to the I-beam (insertion) shape, but it did open the dictionary.

Aug 28, 2014 12:42 AM in response to foodbytes2by GorillaSpaceCadet,I found the solution!! Instead of hovering over the widget until the arrow cursor appears, all you have to do is shift-click it! It'll twitch a bit, but after that it should go back to normal *phew*

Sep 26, 2016 12:28 PM in response to den.thedby jonyen,This worked for me on MacOS Sierra, although I used Terminal to delete these files and then rebooted.
