Have you got notifications muted ? Only notifications (including games) get muted, so the Music and Videos apps, and headphones, still get sound.
Depending on what you've got Settings > General > Use Side Switch To set to (mute or rotation lock), then you can mute notifications by the switch on the right hand side of the iPad, or via the taskbar : double-click the home button; slide from the left; and it's the icon far left; press home again to exit the taskbar. Check to see if sound is turned on in the app in settings. If there are when you are in the app make sure sounds are turned on and then use the volume up button to set the level.

The sounds r turned up in app - but still no sounds

This enable sounds. But how do I disable rotation? Is it possible to have both ... Unlock rotation and sound?
You can have both - the function that isn't being controlled by the switch on the right-hand side of the iPad above the volume switch (Settings > General > Use Side Switch To) is controlled by the left-hand end of the taskbar

In settings, it seems as though one has to be checked. It is not letting me uncheck both. What do mean by right hand taskbar and left hand?
Settings > General > Use Side Switch To lets you set what the switch on the side of the iPad above the volume switch controls (and yes, only one thing can be controlled by that switch at a time) :

i go tere but in my iphone i dont have line for sounds control
This might sound simple but sometimes simple things are missed.
Check if the phone is airplaying sound to another device or if your bluetooth is enabled. I found the other day that I lost all my system sounds on my iphone but as soon as I got into my car the sounds start playing on my car music system via bluetooth. So I turned off the bluetooth on my phone and gess what?, my phone start working normal.

Something I found on my iPad was that my iPad was muted in Control Center. Swiped up from the bottom and saw the icons in the middle of the task bar (air plane mode, blue tooth, etc.). Tap the one to the right that looks like a bell and make sure it says "Mute off". Then try an app that did not have sound.
