Trying to reinstall from a backup usually doesn't work because you may not have or can't find some pieces. You're best reinstalling from the original media after completely uninstalling.

Utilities such as AppCleaner don't remove all of an iWork app. The files usually missed are in the iWork ’09 folder in HD > Library > Application Support & the individual iWork application plist files found in HD > Users > (your account) > Library > Preferences for each user. Yvan Koenig has written an AppleScript that removes the files. You can find it on his box.com account in for_iWork'09 > other_iWork'09 items > uninstall iWork '09.zip.

Just had this problem too after reinstalling OS 10.9.5. To solve it, I needed backup copies of /Library/Application Support/iWork '09/, /Library/Preferences/com.apple.iWork09.Installer.plist, and /Library/Preferences/com.apple.iWork09.plist . Copied them from the backup to the new system. Pages'09, Numbers'09, and Keynote'09 all open fine now. (There's get the usual message about there being new versions -- those are the 2012 versions, however.)

Follow Peggy's advice.

The iWork ’09 DVD installs frameworks (libraries) that are required by iWork applications, into a System library location. When they are removed, either by a so-called cleaner application, or an OS X installation, then things break.

The iWork ’09 applications, when they were available from the App Store, secured these frameworks internal to the Application itself.
