Why is System Preferences not called Settings in Mountain Lion?

iCal is now Calendar. Address Book is now Contacts. Notes is now its own application. Apple did this to bring OS X in line with iOS. So why isn't System Preferences called Settings like it is in iOS? It's had basically the same icon since the beginning.

iMac, OS X Mountain Lion (10.8.1)
