The iPad needs to be ON.

If the iPad was running iOS 7, the thief/finder will not ever be able to use it.

Apple (and no one else) can not assist (with serial number or iCloud) in finding a lost or stolen iPad.

Report to police along with serial number. Change all your passwords.

If you don't know your lost/stolen iPad's serial number, use the instructions below. The S/N is also on the iPad's box.

Check the serial number (located on back/bottom) in this lost/stolen iPad database. However, most owners are not aware of this database and don’t enter the serial number.

Also do a search, using the serial number, on your local Craig’s List. Some users list the serial number of a stolen iPad to thwart the sale of a stolen device.

II'm sorry for the typos.... What I meant was if I did not have the find my ipad app they can wipe it and use it as their own ipad with no problem? I do have it but it's offline so it's probably off but since I do have it, if they try wiping it it's completely useless to them cause they need my Apple ID and password correct? That's the iOS 7

Find My iPad and iCloud: Activation Lock are two separate things. If you you activated Find My iPad and your iPad is online, you can track it's location on iCloud or the Find My app. Activation Lock requires the Apple ID and password used to originally activate an iDevice before it can be used.

Effectively what that means is an iDevice can be tracked ONLY if it is online and has Find My iDevice activated BEFORE it is lost or stolen. Once it has been restored, Find My iDevice cannot track it, but the person also cannot use the Device without your Apple ID and Password.
