You need to contact the cell service provider it is locked with to unlock it. If you are not sure call AppleCare and give them the model and serial number then contact the provider.

how is your phone lock, do you mean locked to your cell phone provider or you tired the password to many times and you are locked out of your phone. If you are locked out of your phone you need to restore with itunes
