I am new to MAC OS X. I would like to know if it is possible to purchase and download the OS X Mountain Lion using Windows PC?

No, you have to use the app store which checks your machine before purchase. It's not available on a PC

No. You need to Access the Mac App Store to Purchase ML... Amongst other criteria...

I have a follow up question. Is it ok to re-use/install the downloaded mountain lion which purchased and downloaded from other MAC machine?

Only if you purchased it with your AppleID and you own the machines involved.

You can install it on any computer you own...

Providing the System Requirements are met...

But they have to be Mac Computers...
