I cannot initiate iMessage to my daughter studying overseas; always get a notice saying "Not Delivered". However, when she initiates chat, I can immediately answer back via iMessage with no problem. What can I do to be able to start conversation?

go to messages then sign out from apple id. try it then. her name should go blue
