Disable iTunes Match, restart the system, turn Match back on. That should solve your problem.
Otherwise, it may just be taking awhile because you have a lot of songs that are being uploaded. First time I used Match, it took nearly 5 hours to load.
I have the same problem.
I did what you wrote, but even after 24 hours is released and does not go to step 2.

I pay $40 for the ITunes match "service" - 3 days later its still stuck at step 1 - no way to get my money back that I can find. In Australia there's a law against providing a product not fit for the purpose intended! I'll send the bill to Apple.

It's been two days since I'm stuck in step 3 of the upload.
I cannot get past stage 2. Gets half way through my 3265 songs then 'server error' message appears and stops. I've turned off iMatch then restarted iTunes and it keeps happening. 6hrs so far. Apple should pay up for time wasted!
Please help me. I had a bug on my iTunes Match on my Mac. To solve it I turned off and back on my iTM to solve it. But when I turned on it seems that my iTM do not recognize my mac anymore and it says that it will replace my iTM library but the actual Library of my Mac. I have only the option of accept of cancel... So I cannot conect my Mac with iTM without erasing my full library... On my iOS devices everything is normal...

I found a solution in case your MATCH is still buggy...
JUST BOOT YOUR MAC HOLDING THE SHIFT KEY (until you see a progress bar).
Then in itunes disable and re-enable iTunes Match.
It should rescan all your library and eventually works.
At the end just reboot your Mac normally.
