Have you tried another cable?
Another charging source? Does iTunes see the iPod when you connect to your computer?
Look at the dock connector on the iPod. Look for abnormalities like bent or corroded contacts, foreign material and cracked or broken plastic.

I'm glad it was an easy solution.
What worked for me is going to Start > Control Panel > Hardware and Sound > (Big green category) Devices and Printers and you should see iPod under "Unspecified." Right click on it and click "Troubleshoot." The first options should be to reinstall iPod driver, which is what was necessary for me.
