iPod shuffle won't sync with iTunes

I just bought a brand new iPod shuffle, and I can't get it to sync to iTunes. iTunes hasn't even prompted me to register it. I've tried installing the latest version of iTunes, restarting my computer, turning the iPod shuffle on and off, taking the usb out and plugging it back in, ect. I have even tried it on two computers, so I have tried it on my computer and my laptop. What am I doing wrong? 😟
