Hold the Sleep and Home button down (together) for about 10 seconds until you see the Apple logo. Ignore the red slider.

Try a Reset [Hold the Home and Sleep/Wake buttons down together for 10 seconds or so (until the Apple logo appears) and then release. The screen will go blank and then power ON again in the normal way.] It is app and data safe!
Failing that you might hav to put it into recovery mode - See here and note the paragraph 'If you restore from a different computer.... ' down near the bottom of the page -

Sep 5, 2012 8:40 AM in response to adobecityby adobecity,Yes, a proper reset was the first thing I tried. Absolutely nothing came on and the same problems persisted. I've tried it over a dozen times but there is no apple symbol or red slider.

1. Turn off iPad
2. Connect USB cable to computer; leave the other end alone
3. Press and hold the Home button down and connect the docking end of cable to iPad
4. Continue holding the Home button until you see the "Connect To iTune" screen
5. Release the Home button
6. Open iTune
7. You should see "iTunes has detected an iPad in recovery mode"
8. Use iTune to restore iPad
Note: You need to be patient and repeat the above many times.
