The app is not necessary; that's for tracking an iOS device from another iOS device. You would however have had to set up the Find My iPhone service on your iPhone prior to losing it. If you did not, then there's no way to track it. Notify the police and change the passwords to any of your online services that you may have used from the iPhone (the iTunes Store for instance).

Reyhanmss, visit www.iCloud.com login with your Apple ID and try the Find My iPhone function. If you did not have it enabled, then sadly there's no way to locate it.
