Ipod Touch 4th gen battery charge

I can't charge my iPod on my car charger. It works on a wall socket or a laptop. It just doesnt charge on my car charger. But when for example my iPod is dead, and I plugged my car charger, it powers it up (just how it regularly charges when out of battery) and charges it upto 15% (only) and stops charging again. What could be the problem?

5V.

The 1 and 2.1 are amperage capacity (either one is satisfactory with the iPod but you need 2.1 for an iPad). In any case, you're not going to figure it out from the specs. I'm suspecting that the charger is not performing per spec.

Look, your iPod charges well with other chargers. That's one really big clue. Would it hurt for you to try a different car charger?

Well I checked the packaging, and it says 5V. So maybe the charger itself is the problem, but the things that im thinking are: 1. If the charger is indeed the problem, how is it able to charge my other phones and 2. how is it able to charge my iPod, but only upto 15%? I mean, if there's a problem on my car charger to charge the iPod itself, it should not charge it at all, even only upto 15%, right?
