I have an airport express first generation which I am trying to be set. I have tried bot soft and hard reset. Though initially the light flashes quickly in amber when I take the paperclip off the button it turns solid amber. Every one and a while it turns to green and then again to solid amber. Airport utility does see it

You can try the hard reset a few more times, but after you release the reset button, the amber light should begin to blink slowly after 30-40 seconds or so and remain blinking.
Unfortunately, the solid amber light with an occassional green flash is an indication that there has been a component failure inside the Express and it will need to be replaced.
If it stays solid amber...with an occasional green flash...there is nothing more that you can do.
