I used to be able to dictate e-mails, sms, etc. Now it doesn't work. How do I restore this capability?

Do a reset (Hold Sleep/Wake and Home buttons about 10 secs or more till Apple logo appears, ignore the Slide to Power Off that appears)

My Siri is disabled as well, but it is on and I have internet connection.
Never mind. Even though I had an internet connection I went off the net and back on and it started working.
