adding text to pdfs

In Preview, I cannot figure out how to add text onto a pdf, specifically

notes on blueprints. If I click on the little Preview "note" bubble, all it does is put a miniscule

yellow "balloon" onto the page. I can write text, but it only appears in a box in the left margin.

If I save, re-open, and point at the yellow balloon, the text will come up and be readable.

But I want to add text that will show up on the pdf itself and be printable.
