My friend use to have a iphone 4 with imessage but now he has a android and wont stop sending to iMessage? Tried deleting his number and putting it back on but no luck any sugestions?

Your friend needs to follow these instructions:
Go to: https://supportprofile.apple.com/MySupportProfile.do
Log in if not already logged in.
Click on "Edit Products"
Click on the "X" to the right of the product.
Click "Unregister"
How long before this action take effect?

Have your friend reset his apple id password; that's the final step that can possibly solve it beyond that, nothing else but waiting till the automated system does it for him
pdroth is right the things Apple can do using ts5185 will resolve the issue of iphones sending to android phone numbers and it sending as an imessage, takes a few hours almost a day to apply after apple initiates the deactivation using ts5185 on their end.
