Do a reset (Hold Sleep/Wake and Home buttons about 10 secs or more till Apple logo appears, ignore the Slide to Power Off that appears)
Note: You will not lose any data.

No, those apps are not all running. They are recently used apps. Very few apps actually run in the background. Closing these non-running apps will do nothing to speed up the phone.

I have at least 18 apps in my multitask-bar everyday.
