Check Settings>General>Restrictions and make sure the FaceTime is set to On. Also, certain Middle East countries (AE) prohibit FaceTime and it is not allowed on the phone by law.
For some middle east countries, FaceTime is banned.
Check if you have FaceTime in Settings > FaceTime > FaceTime: ON
Also in Settings > General > Restrictions: OFF > FaceTime: ON.
Lastly, start Contacts app, choose a contact, is there a FaceTime option?
If you cannot find all options above then the iPhone will never have FaceTime no matter what IOS version you have.

Go to Settings>General>About>Model> what is your model number?

Resetting the home screen will not address a FaceTime issue as there is no app icon for FaceTime.
A reset of the home screen layout will accomplish nothing, since there is no FaceTime icon to be added to the screen.
facetime is an apple installed app. if it disappears, and the restrictions are off, then resetting the homescreen layout will work. same if itunes store, app store, contacts..etc.. disappear.
No, it will not, since there is no facetime icon on ANY iPhone.

No, it won't. Resetting the home screen layout will reset the app icon arrangement back to its original configuration. Facetime does not have an app icon and will not be effected by doing this.
The OP has already advised us there is no FaceTime option on his device so a reset of the homescreen would achieve nothing as there is NO icon for FaceTime.

i have resethome screen layout but still no facetime.
