Everytime I access System Preferences for change of background, all it does is "Loading Images..." and it freezes and the only way out is to Force Quit. Any way I can fix this?

Also, I'm running the latest OS X, 10.8.1. Not sure what's happening. It's not a low memory thing either.
1. What version of iPhoto are you running and have your iPhoto thumbnails updated sense upgrading to 10.8...?

I'm running the latest version of iPhoto. iPhoto 11, version 9.3.2
Yes, spotlight is working.
Try using Disk Utility to repair disk permissions and see if that helps.
It got me to uncheck Translucent menu bar, but went back to the way it was.
How much RAM is in your iMac and how long have you waited for the Images to Load?
4 GB DDR3 1333MHz RAM.
I've waited like 6 minutes?
Before it was instant, now it just freezes.
I've waited now almost 15 minutes and stuck frozen.
