Can I use FaceTime to call from Qatar to another MacBook in the U.S.,
without incurring huge charges?
If so..How?

Facetime is not allowed in Qatar. It is one of five middle eastern countries where this is so. You may have heard that Facetime can be used in Qatar, but this would be from illegaly hacked devices.
