macbook pro 13' 2012 fan problem? (high cpu temp)

my macbook gets cpu temp at 98C and then the fan starts raising speed from the default rpm(2000rpm).
with heavy cpu usage and cpu temp at 93-100C, tha fan waits about 2-5 minutes and then kicks in and increase the rpm( the higher rpm i saw was 4000rpm at 101C cpu temp). all the other time the fan speed is between 1995-2004rpm.

Is this normal?

I've already tried SMC and PRAM reset and clean OSX installation.

thank you for your answer.
But is it normal for the fan to wait so long 2-5 minutes and then start raising the rpm?

I expected that the rpm will go up simultaneously with the Cpu temp. Like if the Cpu starts increasing temp (about 70-80C) the fan will kick in...
I know from a friend with a Macbook retina that his fans keep spinning at 3000-4000rpm and always keep the Cpu temp close to 60C. I know that the architecture is diferent but the cooling logic should remain the same. right?

yes you're right about that, but my concern is about the time the fans waits till they spin up!
Do other MB pro operate the same way with the fan control?
Does the fan stay at 2000rpm either when the cpu temp raises more then 70-80 C and only kick in when the temp goes over 90C and also after remaining in this temp for more than 2-3 minutes? This is how my Macbook works.
Is this the way that fan control on macbooks work? Or my MB has a faulty fan control?

I don't have the newer model, but my older MacBook Pro certainly doesn't have that kind of time lag between temperature rise and the fans speeding up. It may be worth checking Activity Monitor to see if you have any Apps running in the background that are maxing out the CPU. See the Apple article for instructions.

look, for example when i am just browsing and downloading an app, the cpu temp is close to 70C and the fan speed is between 1995-2100rpm. in heavy cpu usage the temp gets too high. if i try to convert a video the cpu temp raises to 98C in 2 minutes but the fan starts kick in after another 1 or 2 minutes. is this normal?
