Q: iTunes was not installed properly. If you wish to import or burn CDs you need to reinstall iTunes

With Windows 7 I have completely deleted anything that was associated with Apple, Help, Support, you name it. It was verified nothing Apple. Reboot took place. I reinstalled iTunes per instructions and once again I got the following:

iTunes was not properlyinstalled. If you wish to import or burn CDs you need to reinstall iTunes.

Oviously something is amiss.

Having finally found a post to the same situation, I ran diagnostics and believe I have the same problem as this post. Here is the diagnostic report:

Microsoft Windows 7 Business Edition Service Pack 1 (Build 7601)

CD Driver DLL Not Available

and so on...

That looks to be our culprit.

With that one, I'd start with solution 3 from the following document:

iTunes for Windows: Optical drive is no longer recognized, or "Disc burner or software not found" alert after install
