Connect it to your computer, in iTunes click on the name of your ipad, on the Summary tab to the right click on Update.

Connect your iPad to iTune (computer) and Check for Updates. Backup before you proceed with update.

So I can connect to Windows PC via USB and upgrade IOS using iTunes?
