Same here. I attempted to log in through safari and I got this
TITLE
Mail could not be loaded
MESSAGE
There was a problem loading the application due to a possible network error or missing resources. Please try again.
I recorded the whole error message. If someone requests then I will post.
I did find these in the error log:

Yes...and this has been happening on and off for the past week or so 😟. Maybe it has something to do with them working on the software cuz it's been reported that the new iphone & ipad have some software glitches.
Having the same problem here. It seems that henever they have a problem they say to check your password and of course there is nothing wrong there.
Very frustrating, first of all it said that I had not defined my incoming mail server and I couldn't access the field in Mail Preferences, then I couldn't access mail within iCloud. Kept coming up with a problem and inf' for submitting a report to Apple but no solution
For me this has been going on since the wee hours of this morning and continues as of 1pm EDT. And when I have looked at icloud online and clicked on "system status", it said that icloud mail wasn't working for .17 of users. Seems like all .17 of us are here.

Same here. Extremely frustrating. I use my mail for my work so I cannot work poperly.
That last useful link says "less than 1% of users" affected. How does it affect some and not all?
I am having the same problem and my wife's separate account is also - they have no answers on this - I was on a support call with them for 40 minutes and appearantly the mail team doues routine migrations of systems and doesnt care if it nocks users out in the interum - this is Apple of course, this is their way of telling us what they really think of their users. anyone else have any updates?
I haven't had my email for about 18 hours. I, too, just spent time on the phone with Apple Support. There is no explanation and no information about when it will be back--As Soon As Possible, is all I got.
Interestingly, while early this morning the system update said that .17 of users were affected, now it's over
1%--getting worse, or getting more accurate?

You'd think it would have been fixed by now...
12 hours with no email here. Spent 1 1/2 hours in apple store thinking something was wrong with my computer. The poor apple genius tried everything. Finally she gave up and called apple care--the third person she spoke to said the server was down. All that for nothing.
iCloud emails still inaccessible, as we approach 9 pm EDT.
