No. Sorry.
No Messages is used for the Apple iMessage service and other online chat services such as Google, Yahoo, and AIM.

This remains a yes and no situation.
The Yes Factors
If the person is in the United States and on a carrier that supports it the AIM service can send SMS messages to a phone number.
The phone Number gets added as the "Screen Name" with a leading +1 for the country code (it never got rolled out further) as in +1234567890
The Computer also has to be set as if it is in the United States (Actually this was a requirement for iChat versions though to at least iChat 5 to show the SMS items in the menus)
Messages just seems to send the SMS to the phone number.
The NO Factors
Anywhere else in the world.

Okay, that worked in iChat, but it does not seem to work in Messages. When I try it, it returns
Your message could not be sent. +1 (000) 000-0000 is not registered with iMessage.
So how do we make this work in Messages?

That's because you have not followed what I said.
The Yes Factors
If the person is in the United States and on a carrier that supports the AIM service can send SMS messages to a phone number.
Not the iMessages account.
Any AIM account.
The computer has to be set as if in the United States. (System Preferences > Language and Text > Region)
The cell/mobile Phone has to be in the United States (i.e using a United States carrier's number) and the Carrier needs to Support SMS forwarding from AIM.
The said mock +1234567890 in an AIM Buddy list in Messages

Yes, sorry, I meant to post that I'd fixed the issue by adding an AIM account to Messages.
