I have the iPad third generation and I cannot see the dictation icon

I have the iPad third generation and I cannot see the dictation icon or button nor on the keyboard and nor in the settings

iPad (3rd gen) Wi-Fi + Cellular, iOS 5.1.1, New from the box

It should be in Settings > General > Keyboard > Dictation, and will only then appear on the keyboard (to the left of the spacebar) if you are onlines - is that where you are looking in Settings ?
