is there a backup of contacts on computer and if so how do i get it if phone is no good
how does one go about getting information oncontacts from iphone if
the phone does not function anymore?

Try looking for a 3rd party tool on google, Apple wont supply a way to do it because apple doesnt want to go in and ruin your back up, if you use icloud you can go to icloud.com, sign in with your apple id and see if your contacts are there.
