iPhone 4 heating up and malfunctioning since two days with drop of wi-fi signal well within range. Hardware issue or software issue?

This is actually pertaining to the device which my brother is currently using. He has been using an iPhone 4 which is 1 year and 3 months old now. He had recently updated to iOS 6 beta as a part of a developer team. Everything was fine unilt yesterday when the phone started heating up a lot (spontaneously, not connected to a power source) and would discharge rapidly. It started developing wi-fi problems also (drops signal well within range; unpredicatable behavior). I realize that this could be a battery failure or malfunction. But on going to the Apple service center here in Mumbai, India, they said they are not authorized to open the phone and they would be replacing it for INR 15000 (USD 270) since it is out of warranty (otherwise it'd be done free of cost) which is quite steep. At the moment we are updating it to the gold master of iOS 6 which was released recently and hoping that would take care of the problem. Thinking of restoring it as well but it heats up a lot when connected to the Mac or while on charging. Is there anything else that can be done?

Restart... Reset... Restore from Backup... Restore as New...

If you try all these Steps and you still have issues... Then a Visit to an Apple Store or AASP (Authorized Apple Service Provider) is the Next Step...
