I have purchased pages on my iMac, is it possible to now have this software on my iPad without having to pay for it on my iPad?

No. You have to purchase the iOS version. The iPad and the Mac have different operating systems.

If you purchase a copy of Pages for your Mac, and purchase a copy for your IPad (noting as previously stated that are actually different apps), they will work together.

So I have to have 2 outlays but they will then function on iCloud?
If you have Mountain Lion it works better since from Pages on the Mac you directly open an iCloud Pages document and save a new document directly to iCloud.
I have Pages on the Mac and the iPad (I thinks that James does as well) and they work fine together. I use iCloud and file sharing for iOS to move my documents back and forth.

If you are running Mountain Lion on the Mac it will even be easier than it is for me since I am still running Lion. I can even access my Pages documents on my old work iMac running Tiger via the Safari web browser.
