iTunes match is stuck on startup

Using iTunes on Windows. I don't have this problem on my Mac.

When I start iTunes up, the 'Music' item in the Library section has a little striped cloud next to it. It seems like it's trying to communicate with Apple somehow, and it just keeps doing that forever. While the icon is like this, I can't access my iTunes Match songs.

If I sign out and sign in, that usually fixes it. Of course, if I try to sign out, there's a >90% chance that iTunes will just hang.

If I completely delete my preferences on the machine, things will work when I start up, but that's because I'm not signed into the store, and iTunes Match isn't turned on. If I then sign in and activate iTunes match, I have to go through the entire scanning-delivering-finishing process.

So basically, every single time I start iTunes, I have to sign out of the store, disconnect from iTunes Match, and re-enable it. If it hangs (very likely), I have to delete my prefs files. EVERY SINGLE TIME I START iTUNES.

I've tried re-installing. No dice.

I *am* doing this at work; I have a sneaking suspicion that somehow the network security is interfering, but I don't know how. The fact that I CAN make it work, but it doesn't work right away is very annoying.

iTunes for Windows is such a huge pile of junk. :/
