I was adding contacts to my new IPhone and the + sign disappeared. Now I can't add contacts. How do I get it back or how can I add contacts now?

Hard to say but re-booting the phone may well solve this for you.
re-booting didn't work.
Do a hard reset: hold the sleep/wake and home buttons down simultanoeusly until the phone powers off (ignore the Slide to Power Off).
Check Settings>iCloud, make sure Contacts is set to On.
