I bought an iBook G4 from a friend and it was working great, I hooked it to another iBook by firewire cable and wiped the HD so I could easily start new.
Now when I boot all I get is a flashing folder icon with a ?mark and rotating face. I insert the OSX Disc and restart holding down the C key and nothing happens, It still comes to same flashing folder.

Did the optical drive work prior to erasing the drive?
Which exact Mac OS X Install disc are you attempting to start up from? If it is a version from another Mac, it most likely won't work. You need the full retail install disc in order to install it on a blank drive.
Yes the drive worked previously, The Disc is Mac OSX 10.0.3 for iBook
I have also tried holding the option key at startup and nothing loads except a refresh logo and an error but no drive containing OSX Disk
That disc would have probably come with an iBook G3 (Dual USB) 500 MHz.
Earlier discs than the one that came with the iBook G4 will not work with it.
Your specs say it was running Mac OS X 10.4.1. Do you have the Mac OS X 10.4 Install disc?
You erased the drive that contained the operating system. A Mac OS X 10.0.3 disc is 11 years old, and will not work with an iBook G4. You need the discs that originally came with the iBook to restore its software to a like-new state.

How do I know what originally came on it?
We have to know the exact iBook model you have in order to determine which discs it needs to restore your software.

Which model iBook did you use in Target Disk Mode in order to erase the drive?
