when i turn my mac on a color screen appears that prevents me from do anything how can i trouble shoot this or fix this?

this color screen comes up once i turn on my laptop it doesnt allow me to operate my laptop or anything and sometimes it actually turns on but that same color screen ends up coming up in a matter of minutes, this color screen looks like that black and white screen a tv has when it has no cable instead its in color, is there a way to trouble shoot this? what can i do?
