Change the Application folder appearance for all users

Hello,

I am trying to get the Application folder to display as a folder rather than a stack for all users. Does anyone know of a way to do this, either by editing a system configuration file or with a custom profile in profile manager? I have already checked in profile manager for an option but there is only a checkbox to show the My Applications folder.

Thanks

iMac, OS X Mountain Lion (10.8.1)

Drag it to the Dock, CONTROL-click and set Display As->Folder, repeat and set View Contents As->List. Then, use that in your customized user template.
