how to get the last know location of a missing iphone 4s before it goes 'offline'
- i mean it uses so much battery getting the location every step so where/how to get the last location ?

Unless you locate it with Find My iPhone while the phone is still online, you can't get a last known location. The phone doesn't continuously transmit its location to iCloud or Apple for unless being seached for, for obvious privacy reasons.
From what I understand, right now you can only use Find My iPhone to locate the current location of the device if it's connected to the internet.
When iOS 6 is released, there will be a "Lost Mode" which will allow you to see where the phone has been.
iOS 6 releases on Septembe 19th, this coming Wednesday.
Lost Mode has to be activated BEFORE the phone goes offline.
