what is speech feedback?
How do you use it? I find very few ref. to this app on google.
Please advise?

In Mountain Lion, go to the Dictation & Speech preference panel. You can enable or disable speech from here.

thanks but how do I us Speech Feedback? I tried press it - nothing - i just dont understand the purpose of the app.
Sorry - I was wrong: you need to go to System Preferences>Accessiblity to turn speakable items on and off.
I keep it off and always have...
